Is a plant sited in Chonburi automatically eligible for EEC incentives?

01The three provinces are the boundary, not the qualification

The question we hear most at site-selection stage is how much more a plot inside the EEC saves. That gets the order backwards: before you ask how much, the question that actually needs an answer is whether the plot counts at all under the route you plan to take.

The statutory scope of the EEC is only Chachoengsao, Chonburi and Rayong. Inside that scope sits a further layer, the promotional zone, and it is not an administrative area — only three classes of land can apply to be designated: industrial estates, government or PPP land, and private industrial clusters. It counts only once approved, and the list grows by announcement. So being inside the three provinces does not settle anything by itself; it only narrows the question to a boundary.

02The two routes ask different things of where you land

The EECO route lists two prerequisites: you operate inside one of the designated promotional zones, and the investment falls in one of the target clusters (medical and wellness, digital, next-generation automotive, bio-circular-green economy, services). If the plot is not on the list, this route does not hold. The BOI route is a different system: the three provinces as a whole have already been announced as an investment promotion zone, so the baseline runs on the activity category and the tier — which class of plot you land on decides only which form of location add-on you get, not whether you qualify.

Same plot, two different answers. "Not on the promotional zone list means no incentives" holds for EECO and does not hold for BOI. "Anywhere in the three provinces will do" holds for the BOI baseline and holds for neither EECO nor the location add-on. Where you hear contradictory claims, the person making them has usually not said which route they mean.

03Does Prachinburi count?

No. Prachinburi does appear in the official master development plan, but in two capacities only: the Prachinburi river and basin as an adjacent water source for EEC water allocation, and as one of the neighbouring provinces listed in cross-province statistical groupings such as health regions. Neither of those makes it part of the statutory scope. Chinese-language material folding Prachinburi into the EEC is common enough that it is worth checking before you site there.

04Three questions to settle before you pick a site

Which route am I taking — EECO or BOI? Settle this first, or everything that follows may need re-checking. Is this plot on the current list of promotional zones, and which class does it belong to? What tier is my activity category graded at? That decides whether the BOI route's location add-on is even open to you. These three questions pull on one another, and all of them turn on the announcements in force at the time of filing. Plot status, activity category and tier direction need to be verified individually against what the business actually does. See whether BOI and EEC exemption years can be added together and the order to check things in when siting.
